I'm not 100% convinced that the plugin's author is violating the guidelines given that the free version is still usable as evidenced by http://www.adrotateplugin.com/features/ and, according to the plugin's developer, none of the omitted pro features cripple the free version of the plugin.
If the plugin's author has moved some features to the commercial version of the plugin, that is not a violation of point (b) ("disabling functionality after some time period") which, as far I understand it, refers to software that allows access to specific functionality for (say) 30 days.
However, if you wish to take this further, then I would suggest that you email plugins [at] wordpress.org with all of the relevant details.
