It's in the call to the Quicktags API: http://codex.wordpress.org/Quicktags_API

So in the JS file, I call Qtags, and that's how it knows 'where' to be. You;d have to change that and then code your own hook to change where the API is going. And I have no idea how to. I never saw a need.
